1) Does Cities of Lies trigger first before Fear of Winter? Since City of Lies has higher initiative, and the player elected to be First Player, can trigger his first? Or doe Fear of Winter trigger since it's a passive effect?

2) A Baratheon player loses a 2 claim military challenge. Can the player kill off one character, and then put into play House Tyrell Guard and kill that off as well for claim? Or does the player have to resolve the 2 claim military and then resolve with responses?

3) Can Mutual Enemies be played in jousting so that both players can do military challenges?

4) Golden Tooth Vaults is interpreted as 1 card per 1 gold? Or is it discard up to 2 cards and get that amount of printed cost on each card and add to gold pool?

2. No you may not do that because the kill for claim effects are initiated all at the same time. Therefore, your scenario would not work since House Tyrell guard won't be in play when the kill effect is initiated.

3. The text from mutual enemies is diregarded in joust (note the " IF you have more than one..." formulation).

4. It says discard UP TO two cards (so you could discard only one as well) and take an equal amount of gold (1 for 1 card, 2 for 2 cards).

1. The questions asked here is not the one answered in the other thread, although the ultimate result is described. Since Fear of Winter is a constant effect, it is on as soon as it is revealed. The only thing the First Player gets to decide when it comes to plot resolution is the order in which "when revealed" plots are resolved.

2. To clarify: You cannot play Responses to anything happening in challenge resolution until all the steps (determine winner, resolve claim, award unopposed, award Renown) are completely resolved. You can't use a Response (other than one that says save or cancel) in the middle of resolving claim.
