I'm the Overlord in a Road to Legend game, and my players wanted to fight off a Lieutenant who was besieing a city. We looked through the rules, but I could not find what is supposed to happen when a party moves to a city that is occupied by a Lieutenant, and they want to fight him.
Can anyone help me out here?

The exact same thing happens as if they moved into the same location as a Lt at dungeon location. The move onto the city, and if they so choose they attack him. The rest of it treated just like an normal Lt encounter.
If they attack a lt. in a city is can they still visit the town after winning?
