In the new expansion there are 2 event cards for each neighborhood in Arkham - are these meant to be combined with the 8-card event decks from the core box (to make 10-card decks) or just used alone when playing the expansion scenarios?

Yes, combine the encounter cards to their respective decks. Also, items, spells, allies and investigators.
