Honestly, the biggest issue with the sequel trilogy was that it was rushed.

Changing your mind is one thing.

Going into a film series with zero plan, then hiring directors who squabble like schoolchildren, each changing the story on the fly, trying to brush aside the others' ideas without any regard for the narrative is something completely different.

Lucas may have "changed his mind all the time", but in doing do he created one of if not the greatest stories in cinematic history that has stood the test of time.

Disney went into the sequel trilogy with no plan, no story, poor management, changed direction at the drop of a hat and in doing so have missed the greatest opportunity in cinematic history.
