I mean, that's not wrong, but they also do really different kinds of things. Having them priced differently doesn't seem too odd. Auto Terget, however, does something a lot more similar, with something closer to direct dice modification.

Thinking a bit more about it, it's pretty close to 1e Fire Control System. Attack, then gain dice modification for later.

I am thinking 2-3 points for initiative 1 and 2 and 6 points for initiative 3. Omega aces are 28 plus 7 for snapshot and 6 for ATP would be 41 denying a potentially obnoxious 5 of list.
