In encounter 2 in The Baron Returns scenario we are confused about the victory conditions around the Overlord.

Hero victory is simple but when the Baron can add afflictions when next to the cauldron this seems he meets the victory conditions in one turn?

Does he place all 4 as an action? = victory (makes no sense)

If he places 1 at a time, in 4 turns he has placed 4 and wins? (makes no sense)

How does it work?
