Is agile gunner an action if not can u use it if stressed

no action, no. just an ability. you can do it while stressed, yeah.

I good rule of thumb would be to watch for when something actually says "perform an _____ action". When that shows up, it's an action unless the card explicitly states otherwise.

Using Agile Gunner as an example, the card says "you may rotate your (turret arc) indicator". If it were an action, the card would read "you may perform a rotate action".

Even more so, when what you're being instructed to do is explicitly an action , the text box will include the given action's icon (assuming the action has an associated icon).

As an example, look at Refined Gyrostabilizers : After you perform an action, you may perform a red or red action.
