What faction would you even put this group of scruffy nerf-herders in? Scum seems like a fit, but mostly because it's become sort of a catch-all. Is there an argument for a more "good-guy" faction such as the Rebels even though besides a little detour with Saw they didn't really interact with the rebellion?
Given the era, I don't see any argument for any of the other factions at all.

Since its game is finished, would it be a "safer" include than something like the Razor Crest, which is from a series that's still ongoing?

Rebel feels more "right" to me than Scum does in this instance. Sure, they never officially signed up, but their interests were aligned and I don't see Cal & co willingly flying alongside a bunch of bounty hunters and cartel members.

Agreed, Cal did fight along side Saw after all. Though, that was technically Pre-Rebel Alliance they were still Rebels.

Considering the Republic and the CIS didn't exist for several years at the time of Fallen Order, and they took part in the conflict against the Galactic Empire, I'd say it leans very hard towards Rebel.

I can see an argument for Scum, but it just 'feels right' to have it in Rebels, particularly with Cal fighting with Saw's Renegades.
