I was just wondering if you can put into play the two free shadows cards from city of lies when Fear of Winter is also played in the same round. I'm not clear on how it works.

Oh I looked in the FAQ and you can't do this. This is the FAQ entry on Fear of Winter. "Playing or putting a card into shadows from your hand does count against the limitation set by fear of winter.

From the FAQ:

(v1.4) Fear of Winter F40
Playing or putting a card into Shadows from
your hand does count against the limitation
set by Fear of Winter. Bringing a card out of
Shadows does not count against this card's
limitation.

So you could only out one of the two into Shadows, and that's it from your hand for the rest of the round.

Ok thanks alot. Well, he ended up putting 2 into play, and then also playing a card, doesn't matter, I still won. I just needed to make sure for future reference, thanks guys.
