Word 'phase' refers to kingdom, quest, capita, battlefield only? or can he be moved between declaring the attackers, defenders, assigning damage as well?

"phase" on Johannes refers to a phase. Simple as that. Declaration of attackers, defenders, etc. are not the end of a phase and hence you cannot use Johannes' ability to move him at that point.
