It basically targets one pilot--Nien Nunb. With Pattern Analyzer, he can do a red move, take an action with Pattern Analyzer, clear the red move stress with his ability, then get his normal action. Potent when you can pull it off, but you have to guess pretty well where your opponents will be, so not really overpowered or anything.
