2 questions: liftoff and events discard

Hi,
those questions may look easy for some of you but currently we are after 3 games, so we've just began our journey in the SC universe. So here we go:
1. On a given planet Zergs have units on Sector A and B, there's a human base on B. Can Terran use ONE mobilize order to attack sector A, then move his base to that sector (if he wins). Liftoff doesn't mention when can you move your base, during other moves?
2. Zergs have the event card that allow them to play 2 event cards. Terran player plays the Informer event and steals the event card from the Zergs. Can he now play a second event card from his hand, before discarding? Rules say that you first play an event card, take it results, then discard the rest.

PS. English is not my natvie language, so I hope you guys can understand my post clearly

1. Terran player may only use "Liftoff" ability immediately after his Mobilize order was revealed on the same planet. After any movement of units it's impossible. As a result, Terran player may reallocate own base only to the area which he already controls (or also to empty areas, if it's written on the Faction sheet - can't remember it now).

2. If you played "Versatile Strategy" from own hand, you would not be able to play the second Event card immediately (at least, I think so - all Event cards in Play area are vaild after the step in which you play them). You would have to wait for another Regrouping Phase to use that card. The same applies to your example.

About the second question :

Yes, the human player would be able to then play a second event card.
