Not exactly an entire list, but how do you feel about major rhymer with cluster missiles?, would you prefer it over a scimitar with proton torpedos?

Well yeah. He's a I4, in a vacuum he's going to have an easier time getting a lock to use clusters, while the scimitar will never have a lock and the range to utilize a torp.

This of course changes depending on what's around them. Jendon for example would make the proton scimitars a better option.
