RitR Remove Forces step for a unique squadron or upgrade

In our campaign, one player on a team wants to drop a unique squadron in the Add or Remove Forces step so that another player on that team can choose that same unique person as an officer card from a reward in a future battle (after playing a campaign objective at an officer location or picking a base reward). Is the unique card locked to that player for that campaign, or is this allowed?

The only relevant rules I can find are:

  • Page 12 a team can't have more than 1 copy of a card with a unique name
  • Page 18 retiring a fleet drops unique upgrades/squadrons and can't be added by any player

I'm not sure if I'm missing an exact rule on this but I couldn't find one. It "feels" like the unique name is locked to the first player that picks it but I don't see where it clarifies that one way or another. Anybody know what the correct ruling on this would be?

I do not think it is expressly stated in the rules, but we would likely treat it as “lost” for the side if it was sold (similar to retiring the fleet).
