I'm looking to expand my Armada fleets, and just found out that a card pack containing all available upgrades will be released. The question is: Is it just upgrades or all cards? I'm not sure if I should buy the ships from the core box separately for the titles, commanders etc., or just grab a second core box (so I have a second set of dice, damage deck and ruler) as all cards are in the upgrade pack .

We can reasonably assume it's only upgrades. Titles and commanders are upgrades. So yes, you shouldn't have to buy a whole separate Victory expansion if the only reason you'd do that is for the titles and commander.
Another thing to keep in mind is that the Clone Wars starters will also have a damage deck, ruler, etc.

Apparently it will bring every single upgrade released until date (upgrades include titles, commanders, officers, etc) and all with their respective erratas or some changes. So you won't need to buy the Nebulon expansion for example to get Yavaris and Salvation.
Just buy the ships you want imo, dont worry about upgrade packs or components. Do you know if you will be getting the new factions at all?

I want a second one of each of the core box ships anyway. And no, I'm not sure if I'll be getting the new factions. In case Armada gets enough table time, I'll probably grab them. Otherwise I probably won't, event though they're really tempting.
18% of the upgrade cards will have some changes. almost seems like a necessity to get the pack.
Even if the ships I want multiples of were in-stock right now, I'd probably hold off buying them, for numerous reasons.
Firstly, it's possible that future reprints of GCW Armada ships will include the updated and upsized cards. So why buy them now?
Second, it's unlikely we'll be able to play Armada in-person and competitively until the pandemic is truly over, so what would be the purpose of expanding your Armada collection right now? It would be different if you were buying a ship that you didn't already own.
That's why I've pre-ordered the Clone Wars expansions, even though it's unlikely I'll be able to play against another Armada player in December or early January. I want to own the Clone Wars ships and squadrons, but I don't think it's necessary to own multiples until I can play against people.

Optimist here, as someone "who tends to be hopeful and confident about the future or the success of something," which can mean anything from believing there is going to be world peace in the next century to my daughters are going to have a great first day of school tomorrow.

But on a more serious note, as others have stated, if you need someone to talk to, I'm always here (I'd invite you for an in-person game, but very few people would willingly want to come to Southeast Arizona).
Buying what you want of what you can find is a good start, Double starters is fine but more variety is also nice to have. I only got diplocates of the Core Set ships esrly because I found them on sale when I was starting to play.

I picked up multiple Armada core sets over the years after players from my FLGS moved on from Armada. I expanded my collection and gifted the redundant core sets to my friends to help them get into the game, because the $100 core had been a barrier for entry for them (which was why they mainly played X-Wing).
I've only pre-ordered one of each of the Clone Wars expansions and see no need to buy more at launch because of the reasons I explained earlier. Perhaps I'll acquire more Clone Wars Starters if they go on sale in the future or local players lose interest in the game, but I don't see the point in owning multiple Starters because the included accessories, which I don't need or want, just inflate the price by $20. That means that the Starters will have to go on sale by more than $20 before they become a bargain.
I think it's smarter to wait and see if and when FFG releases single ship expansions for the Acclamator, Consular, Munificent, and Hardcell. I'd rather buy those instead because, in addition to being cheaper and less wasteful, presumably they will include unique cards, like the VSD, CR90, and Nebulon ship expansions had, so they'll definitely be worth buying. That's when I'll expand my fleet to 4-6 Munificents so I can recreate thematic Clone Wars battles.
Yeah, it makes sense to just grab one of each for now (other than squads), given that the follow on wave should be shortly behind it so there's no need to force 400 point lists of just the starters.
