So what's with the new icon sidebars?

Per the interviews, there are some new rules coming to certain cards. First, note the new icons to the right of the card titles - those indicate if a ship readies after exhausting during the Status Phase. The circle arrows mean that the card readies as normal, but the single arrow means there is an attached cost - for example, Tide of Progress requires you to spend an engineering token to make the card ready for your next turn.

For Bail Organa, he starts the game with 5 command tokens of the listed type on his card (not sure if this is 5 each or 5 total of your choice). His ability lets him take those tokens off his card and use them for his effect. Another card they showed called Munitions Resupply (linked here by Xanderf) allows players to exhaust the card to pass out up to 5 ConFire tokens all at once, but if you want to use it again (say you only gave out 2 earlier) you'd have to spend a token to ready the card again for the next round).

I can see this being used to reign in a few outlier cards like ECMs.

Those bars are "or" separators. You can split 5 tokens however you like between those two options.

Even so, that is an incredibly powerful ability. Basically, "give a ship 3 dial commands at least twice."

I am looking forward to seeing the cards for the new ships. I hope the venator and providence are broadside so I can use it like the battle of coruscant.

Does not seem out of line for a commander ability especially since it is only a choice of two commands and neither of them are squadron or concentrate fire. Does have some serious serious regen potential.

Combines with the ship's dial as well. Certainly going to turn some lumbering ships nimble. Great starter card as it reduces the choices for a ship and gives lots of flexibility. Also all that potential to bring stuff back from imminent doom is new player friendly. He will really bail you out.
