Jango seems to be very much an ace hunter, particularly with the boy on the guns. Better in certain match ups but less general applicability. So I imagine a very similar price, if less, then barely less.

Swap Passives on Vader to FCS and it'll work, but... Passive Sensors! I guess Zertek Strom as #3 gets there...

Why are Passive Sensors good in high initiative pilots? I like them on low init because they make getting locks easier but on high init pilots i don't really see their usefulness.

On Vader, it is good specifically because you can trigger his ability off the Target Lock action, allowing you to do additional actions when Vader engages at initiative 6.

For others, such as Whisper, it's good because it 1) adds the Target Lock action to the ship, and 2) allows them to delay the decision on whom to target lock until the last possible moment. To continue using Whisper as an example, you can wait and see if Vader and/or Soontir delete one of her potential targets first, and just lock someone else if necessary.

Oh, didn't think of the upgrade's interaction with Vader's ability. Makes sense.

As for Whisper, i basically never play with the TIE Phantom so i never considered how Passive Sensors works there.

@DR4CO answered. There's two main reasons. One is shenanigans. The other is that it's a good way for a ship with a Sensor slot but no Lock action to gain.

  • Shenanigans:
    • Vader gets to use his ability, kind of take actions at Init 7, mostly. That's pretty good against other aces.
    • Redline can use the initial action to grab a Lock, then use the later Calculate action to grab a second. It also saves Redline from being utter garbage if you've invested in Torpedoes, but move before other Init 5s, which used to be one of the problems Redline faced. Still probably doesn't see much play overall, but it's handy.
  • Gaining a Lock Action:
    • For Whisper, you've got a marginally better action for what used to be the same cost (now it's 4 vs 3). Picking immediately before you attack is a slight bit better than picking your Lock target in the Activation phase. If I had a 201 point Whisper list, I'd go TC over Passives as the first point to cut, probably.
    • Echo and Colonel Jendon get Passive Sensors for cheaper than Targeting Computer, which is just kind of silly, but that's the way FFG went with it.
