The Rebellion uses Hit And Run on Coruscant destroying the last remaining Imperial ground troops on the planet. They follow this up later in the round with Lead The Strike Team and move 4 Rebel Troopers from the Secret Base onto the vacated surface. As the refresh begins, both players have a question:

1) Can the Rebellion play Heart Of The Empire for 2 rep points even though the Empire has 2 ships in orbit?

2) Can the Empire deploy the AT-AT it has in the build queue to Coruscant with no Imperial units on the surface? If so, does a ground combat begin immediately and can leaders be assigned to it?

No to both of those my good sir.

1) The "Heart of the Empire" objective card reads: "no imperial units". So if the empire has any units, land or space, then HotE cannot be played.

2) Pg. 7 of the "Rules Reference Guide" under "Deploy Units" states: "A player cannot deploy units to a system that contains a sabotage marker or any of his opponent’s ships or ground units". Similar to above, you cannot deploy units to land or space if your opponent has units anywhere in that system.
