We are fairly new playing Star Wars X-Wing.

We have a Q:

When you finish your move & you overlap an Obstacle (Asteroid/Debris) you suffer the penalties as per the rules.

But the next turn when that ship moves again, through the debris it landed on the previous turn, does that ship again suffer penalties?

You might, or might not, suffer the effects of the obstacle, depending on where and how you move! Specifically, you suffer the effects of moving through or overlapping an obstacle, if one of two things happens:

1. Any part of your maneuver template goes over an obstacle.
2. Any part of your ship base ends up on an obstacle, at the end of your maneuver.

So, if you start the turn on a rock, but your front end is clear of said rock, you can move freely without being concerned about suffering the effects again. On the other hand, if the space directly in front of your ship is blocked, you'll likely be dealing with it a second time. One important thing to remember: your ship's starting position has no effect on these situations. Only your maneuver template and final ship position matters.

To further the topic... when you bump another ship, things get complicated. Say your template would overlap an obstacle at the end, but because of a collision with another ship, you have to back your maneuver up along the template. Since you didn't finish the maneuver, only the part of the template behind your ship (and of course, your own ship base) counts for the purposes of determining an overlap with an obstacle. This means you might sometimes plan on running into another ship, tactically, to avoid going over a particularly problematic obstacle (or otherwise manage your range)
