So, The Receding Tide lets you put a character you own into a province you control.
The article at https://imperialadvisor.com/2020/08/20/preview-the-receding-tide/ talks about putting characters from play into a Province. I thought that I also owned the cards in my discard pile, but was unable to find clarity in the RRG.
Can someone explain why I'm wrong, or confirm that the card is better than the article suggests?

You do own them but since they are out of play (your discard) unless the card effect specifically mentions being able to target an out of play area they aren't a legal target.
Got the email saying my pack 5 is ready for shipping. Hopefully the rest of the previews are here for Jigoku before I receive the pack itself.
The last I'd heard, I think FFG was planning to have them posted up end of August...so like by end of day today. Whether that happens or not, who can say? Poor guy seems like he's always really busy, it kind of feels like FFG's Marketing team (what hasn't transitioned to Asmodee) is a one man show since those January layoffs.
Pack 5 is up at FiveRingsDB so now we can have another Imperial Herald card review.
I expect 5RDB should have images for pack 6 as well, just checked and I'm seeing both packs 5 & 6 were added to CardGameDB.
