Grand Inquisitor & Missile Attacks

Grand Inquisitor:

“...While you perform an attack against a defender at attack range 2-3, you may spend 1 [Force Charge] to apply the range 1 bonus.”

If the Grand Inquisitor is making a special attack with say, Cluster Missiles (which allow no range bonus) at range 2, can his text override the “no range bonus” restriction on the weapon card? I imagine Grand Inquisitor’s text wins here, but I could see this going the other way.

Q: When attacking with a weapon with the ordnance icon (such as Proton Rockets) or defending against an attack with the ordnance icon, can Grand Inquisitor [TIE/Advanced v1] apply the range bonus?

A: No.
