When a target is dominated do they have any actions of their own.

The person doing the dominate can choose to divide their actions between themselves and their puppet but does the puppet retain their own set of actions, or are they rendered efeectivly useless for the duration of the dominate

I always played it that they're mindlocked and can't take any actions while the power is active, unless you command them to. (Compel leaves the target with a bit more freedom, Dominate is pure puppetry).
