Accounting for multiple allies engaged with target

The rules state that you upgrade the difficulty of a ranged attack if you have an ally engaged with the target. But, if you have two or more allies engaged with the target, do you still only upgrade once or do you upgrade once per ally?

Per RAW, you only upgrade the check once, regardless.

However, a GM can always adjust that for an excessive number of allies being engaged with the target.

For instance, if 3 allies were crowded around the 1 enemy you wanted to target, I would probably flip a Story Point to upgrade the check a second time. At the very least, I'd add a few Setback dice in.

Setback would be an appropriate way of resolving what is essentially cover for the target, yeah
