i don't think you need targeting scopes on Rex or the ARCs.

I have no idea what Echo or Fives do either.

I like recon intel on Rex so he gets better scout moves. Esp in skirmish where the board is smaller

since we have no idea what Fives or Echo do yet, it is not worth putting them into a squad as you dont know what upgrades will sync well with them, Targeting scopes on Rex is a bit of a waste as he rolls 3 red dice, very rare to get 3 blanks with 3 red dice better off putting recon intel which is cheaper and means that you can have 3 units with scout 2 at the start of the game, this is very powerful as clones like to be taking green tokens and shooting instead of moving and shooting and if you can get them into position before the game even starts then they may not need to move at all.

Overwatch on the Mortars is probably wasted they look good with just targeting scopes or even no other upgrades but the mortar.

the Strike team is very rarely going to have a dodge token to use situational awareness, duck and cover or hunter are better training upgrades for them, they also dont need the targeting scopes as they only have 2 dice on the sniper rifle. They work pretty well with just the heavy weapon.
