If the Adaptive Ailerons abilty on a TIE Reaper or Striker bumps, does that ship skip its Perform Action Step?

No.

Rule Reference, pg 32

Quote

Q: Do TIE Strikers (and Reapers) skip their perform action step if they overlap an asteroid or another ship with their Aileron’s ability maneuver?

A: No. It is only during the Execute Maneuver step that a ship skips its Perform Action step for overlapping a ship or obstacle.

It's worth noting that Ailerons are indeed maneuvers, for the sake of effects that look at maneuvers (Snap Shot, Loose Stabilizer, etc). However, as @Lyianx quoted above, that Aileron maneuver does not count for purposes of skipping the perform action step.

(Please note that any other obstacle-related effects are still applied as normal, such as damage rolls (asteroid/debris), stress (debris), or possible strain (gas cloud).)
