Tomes and use in Other Worlds

If your speed is 2 and you are in the first space on a Other World and its your movement turn, can you use a Tome to exhaust and spend 2 movement points and still move to the second space on a Other World as Other Worlds don't use normal movement.

No, you may not. Basically, when in an OW area, you do not have movement points, so you cannot use something requiring movement points to be used. From the AH rules, pag 8:

"If an investigator is in an Other World at the beginning of
the Movement Phase, he receives no movement points."

You mean using a motorcycle to obtain 2 movement points and then reading a tome while in an OW? Ha! No idea whether it's in any FAQ or not... Anyway, I'd say that if you aren't allowed to use your basic movement to read a tome while in an OW area, then you shouldn't be allowed to use your motorcycle bonus neither... (my corrupted logic, no reference to any rules / FAQ / mr. Wilson's thoughts / Tibs & Avi omnicomprensive science)

It's not just that you start with no movement points—you simply cannot receive or have movement points at all while you're in an Other World.

I like to think of it as in another world you are prety much just along for the ride often already using extraordinary means to move around. It makes little sense to get movement points from things like a map of arkham in another world as well.

What if you were in R'lyeh and you took Ruby of R'lyeh (via Carcosan Page) from someone gran_risa.gif ?

Would it be more accurate to say that you "receive no movement points" if you START your movement phase while in another world?

Its my understanding that when you return to Arkham from one of the Other Worlds you don't get movement points to spend (reading tomes, etc.) even though its your movement phase and the investigator is no longer in the OW.

I think it would be accurate to say that your movement ends if you exit the other world.
