Ok Seriously... 302.8.4 says round up for calculating damage. Off the top of my head, I'm going to say this follows that precedent, and you round up.

E: This attack gets +X damage. X equals half this attack's speed.

i guess, technically, no rounding. Which is almost the same as rounding down.

i.e. opponent is at 20, you deal 19.5 damage, opponent is at .5 (still alive)

The only difference i see between this and no rounding is the new SF card "if your opponents attack dmg is more than your current vitality, reduce it to 1"

if your opponent attacks you for 19.5, and you are at 19, then they are more than your current vitality. However with no rounding it would not be "more".

always round up unless specified otherwise
