It's a one cost event. It the states:- Hero Action: Spend X energy resources -> Deal X damage.....blah, blah.

So do you have to pay one resource plus X energy resources; or could you simply pay (a minimum of) one energy resource to pay for the event and do (a minimum of) 1 damage in the process?

It's one resource for the card itself, then the energy resources for the effect.
