"DOUBLE AGENT" MISSION AND "AT THE START OF EACH STATUS PHASE"

Hallo everybody.

I have a question about HEART OF THE EMPIRE's DOUBLE AGENT mission. In attach there is the photo of the mission.

In the first paragraph it says that Lorn, controlled by the Rebels, performs 1 action "at the start of each Status Phase".

Similarly, the "Bombardment" paragraph allows the Imperial player to choose between several actions "at the start of each Status Phase".

So both the rebels and the Empire have actions to take "at the start of each Status Phase". Who starts first?

I.e. Mission rules first, the order decided by the Imperial Player, including in which step the rebels perform the one action of Lorn. (This is a little vague though. It's a mission rule, but controlled by rebels, so it could be ruled to be a rebel effect and thus after mission and imperial abilities.)

Because Lorn cannot suffer damage, the order should be irrelevant in the mission as far as I can see (unless Lorn gets fully blocked by Rubble in the direction the rebels want to move him and thus needs to spend more movement points).
