If a section of my capital is burning can I still place developments to further enhance cards that become more powerful as a zone is developed?

Some other sort of common sense assumptions my play group has made (since we can't find the answers in the rule book): Burning Kingdom still gives 3 resources, Burning Quest still gives 1 draw, you can still place character, support and quest cards in burning sections? For example you can place a character with the ability to attack from any zone in a burning Quest or Kingdom.
