Can you still use a FREE action even if the action is given to you by a location that has been revealed but you are not in currently?

I got the 2 clues off of Burned Ruins whilst not in the location via two defeated 'Servant of Many Mouths' enemy.

Can I then use the FREE action provided by Burned Ruins to gain the encounter card below it?

You need to be at the location in order to use the ability (free or otherwise)
