Bags questions

1. If a character encounters the Whirlwind or is affected by the Gust of Wind , does he have to roll a die first for his Bag of Carrying / Bag of Holding / Concealed Pouch and then for every object inside? Or what's the right procedure?

2. What if someone shatters the Bag of Carrying / Bag of Holding / Concealed Pouch ? Does he shatter all objects stored inside?

#1: I'd say you (the victim) gets to pick the order in which to roll.

#2: CP no as per the FAQ:

"Q3: If the Shatter Spell is cast on the Concealed Pouch, do
you lose also any Objects that are inside the Pouch, or only
the Pouch?

A: If you lose the Concealed Pouch, leave any surplus
Objects of your choice in the space you are in." (p. 4)

Bag of Carrying and Holding both state that if you lose them, you lose everything inside, so Shatter is a very powerful spell against those.

About the first question: I wasn't really questioning about the right order. I wonder if I must roll also for every stored object or only for a bag as a whole.

I would say the CP section of the FAQ applies to the Bags, at least in that instance (not in the Shatter case, since the wording on the cards themselves is different):

"Concealed Pouch
Q1: Is the Concealed Pouch, or the Object stored inside,
affected by the Whirlwind or the Gust of Wind, Shatter, or
Transmute Spells?

A: Yes." (p. 4)

when you are hit w/ gust of wind, i believe you need to roll the bag of holding or carrying first. if you lose the bag , then you lose all items in it so its a waste of time rolling for the items first. THEY ARE GONE IF THE BAG IS GONE if the bag survives, then u still must roll for each item still in the bag.

At least this allows you to save time. If the Bag is lost, no need to roll for all the other Objects inside (1-2 rolls per Object might be required). They follow the Bag. Since you can decide the order of rolling, it's common sense to do like you say.
