Can Tournament Organizers set their own banned list?

Can tournament organizers at their own events banned cards that are not on the banned list? Like for example Bitter Rivals was banned at that event, can someone help me with this?

What is the real ruling, because I don’t understand how they can ban cards like that?

The short answer is: Yes. Yes they can.

Long Answer:

While UFS has an official banned list, each venue is responsible for doing what they feel is best for the venue and their players. Some times that means banning a card locally. If a store chooses to maintain its own banned card list, that list needs to be clearly published at the store, and preferable in the sanctioning description of the tournament so people travelling to the venue can be aware of the special banned list.

When a new player to a venue is using cards that are on that stores banned list, those venues are encouraged to give those players the opportunity to swap out the locally banned card from their deck without penalty if the store did not publish or make known their banned list in advance.

Can a scout suddenly decide on a whim "I am banning Bitter Rivals as of this round! You loose!" No.

The ultimate answer as to how - is some times certain cards in certain metas can become overpowered. They can drive players away. If that happens, we would rather Scouts have the opportunity to remedy the situation on their own and do what's important to keep their local play group healthy.

I have seen a scenario where a scout chose to ban a card, and the store owner chose to overturn the banning. To be safe, ask your scout why there has been this decision.

We encourage players to try and have an open dialogue with their scout so that everyone in a venue can be on the same page.
