Talented (skill) vs. 'skill' +10

I don't quite get what the difference (if any) is between gaining the Talented (charm) (for instance) and gaining charm +10. both award a +10 bonus to the skill test. I see that combined they could eventually give +30 to said skill but take for instance the assassin class. He gains charm at rank 6 and Talented (charm) at the same rank. why not just give him charm +10 instead of the talented (charm)?

can anyone help me understand, please?

I'm trying to create a new class (sort of martial arts chameur or James bond if you will) and would like to understand all nuances before finishing it and presenting it to my player.

some classes in their split tiers dont get the final +10 (=+20) but they do get the Talented option to give them the bonus. silly really, but there you go..

The "Talented (Skill)" talent can be taken at any time to add +10 to your skill, but can only be taken once. The increases to the actual skill have to be taken in turn.

It especially makes sense to use the "Talented" talent in Rogue Trader, where you can end up getting it a couple of times depending on your origin path, because then it doesn't get in the way of your normal career progression.
