Me and a friend have been thinking about picking Tannhäuser up, but we are undecided about the expansion. Can you play with the Reich, Union and Matriarchy in the same scenario? Like 1v1v1 scenarios?

In some you can, in others you can't. It all depends on the team objectives.

What you can do however is play in other modes but beware, the maps are becoming samll very fast with 3 full team on it.

Hmm, will have to figure out some way to prevent overcrowding. It seems easy to limit the Reich and Union, as you can simply limit them to 3 characters each at a time. But the Matriarchy might be harder, as such a large part of their strength resides in 1 character. Limiting the number of voivodes they can have might not have the same impact as limiting the characters of the Union or Reich...

I say fill up the hallways and let the bullets fly.

Another option is to play with 2 Heroes and 1 Troop for each player and let the other Hero and Troop outside the Map. Then as sson as one of the Hero or the Troo is killed, let the remaining Hero/Troop in on the next Turn. The only "hard" rule is that your team cannot be made of three characters at max (remember that one pair of voivoids is equal to one Troop).
