1. Put cards into shadows
2. Take out cards from shadows
Also, I presume duplicates can only be added during the marshalling phase?

The reducers generaly reduce the cost to play cards. Putting cards into shadows or getting them out is not "playing" in game term.

The FAQ states that you can deal with duplicates on shadow cards eighter way. Firstly you can play them for free during marshaling on cards already in play and thus not paying any cost like playing a regular duplicate. Secondly you can put them in shadows for 2 gold, then bring them out for the S cost. In this way you will not be able to use effects like on Littlefinger, but it will give you all the benefits of having a card in shadow (Tunnels, Dragon Pit, Septa Mordane etc.) or taking responces after bringing cards out of shadows (Alchemist Giuls Hall, Black Cells, Kings Landing etc.).

Putting a card into Shadows is "playing" a card (see Shadow rules and Fear of Winter). However you can't use reducer, because, for example, it works only on next House Stark character, thus it doesn't work on card played into Shadows, because cards in Shadows are not in play, so their characteristics (type of character, icons, traits etc.) cannot interact with the game yet (unless specified otherwise). So they are simply cards (not HS characters) just like cards in deck or pile.
As Rozy said, you can't use reducer while bringing cards out of Shadows, because it is considered putting a card into play (different thing than playing a card). Moreover, it would be impossible, because you bring cards out of Shadows at the beginning of the phase (with exception of Ser Mandon Moore ability) - before any possible player actions (kneeling a reducer).
