Yes.

His ability also works with ordnance at range 1 and against ordnance at range 3 since it is not a range bonus.

the added dice from the ability comes in addition to the dice added from range bonuses, yes. talonbane attacks with five dice at range one with his primary attack - and he defends at range three with four dice versus non-ordnance unobstructed attacks.

It also means that, in any situation where he might be denied a range bonus he would otherwise get (Attacking the Grand Inquisitor at Range 1, or defending against ordnance at Range 3), he can still get his pilot ability bonus die.
