What happens if the last card I play in City of the Rich Frog is a Windswept Yurt? Do I refill 1 card face-up or all 3 cards?

@Pieps all 3 cards get refilled Face up.

Yurt says province gets refilled face up and as city refills to 3 you see 3 new faceup card.
