What if corp rebels gained Agile 1? Would be a good way to make them more of a hit and run unit and neglect the issue of dodge taking up an action.
The Problem With Rebels
Think the game would be much better if the core trooper units in each faction were better balanced in price and capability. I would make the firepower about equal and give the rebels a red defense dice. Flavor-wise, the imperials have armor to explain their red dice, and the rebels are more mobile and stealthy allowing them avoid damaging hits. No heavy helmet to block their vision, etc. I would do this with all 4 factions. I would also balance veteran type units and named characters, maybe into several tiers of roughly equal points and capabilities. That way you could play the army you like the best without having to resort to funky lists just to have a chance at a fair game. They can still have a ton of variation in models, flavor, cards, etc. without the imbalances.
