Because that squadron might be worth more than 20 points (Morna, Maarek), have a unique benefit you can't get elsewhere (Saber, Valen) or both (Bossk, Vader.)
Also, he has relay (great for improving threat range and keeping carriers alive) and has generous range for his ability, which makes him a semi-rogue when not commanded and effectively faster than speed 5 otherwise, so long as someone else is moved where they need to be.
Lastly, he functions as effectively a second copy of whatever you need most at any given time. If you need another Ciena to nuke some squad? He's there. If you need another Morna to kill a CR90? He can do that instead.
I consider him the best squadron in the game, provided you're bringing a good squadron wing in the first place.
I love him with Saber Squadron, too; surprising Jan Ors or some other high-priority target with two Snipe 4 attacks when she thought she was untouchable behind an Escort wall is so, SO great.

Personally, I prefer IG-88 for assassinating Jar Ors.
IG-88 has the same 4 blue dice, more hull, Scatter, and still has Counter.
I know that IG-88 is 9 points more than Saber, but IME you need to run a TIE/Advanced to escort Saber, so I look at IG-88 as saving me at least 3 points and 1 squadron activation.

Eh, if you get your shots in first, you can just let Saber go. He’s probably earned his money.

With 3 hull, no defense tokens, and no escort, Saber can be one-shotted by a lucky A-wing that activates first.
Whereas IG-88 can scrub off a single perfect attack from any squadron (except Vader, or Wedge, if IG-88 already activated) without even having to exhaust Scatter.
I would never rely on Saber to neutralize Jan Ors. Saber is one of the squadrons I'd bring along with Maarek Stele and Jendon, so that if Stele dies, there's another squadron that's worth activating twice. But Saber would never be my go-to squadron.

As the farthest reaching squadron in the game, Saber should never be shot first (barring Squall.) If it is, it has been played poorly and yields a valuable lesson in threat range.
And given Jendon’s 2 + 2 + 3 + Sabre’s base radius, he should never be shot first either.
It is pretty fragile once it’s near the fight, though, and I don’t endorse having any single squadron for Jendon in a list. Backup plans are best.
