I'm considering adding some of the following cards; When it comes down to it, I mainly want to have a deck that focuses on Talim hitting hard and heavy with high speed and damage. I could really use advice on what to add.

Military Rank is slightly banned, and the cards I underlined you could probably cut. Nobility and Pride is on the list mostly because its numbers and symbols aren't really good for you -- you want to be able to drop Whereabouts ASAP to Rolling Storm outand the 3cc doesn't help either. Unorthodox Fighting Style doesn't have the greatest stats - no block, 4cc - and is irrelevant with the number of speed pumps and absence of any way to discard your opponent's momentum. The Dancing Butterfly just doesn't do much for you -- you have no way to draw the cards you stack on top of your deck, so basically all you're doing is ensuring you flip a 3 on your next check. Ankipo should come out just because its your only attack that doesn't chain Fire for Clones. Igyo Tenshin no Jutsu is just janky -- both of its abilities are fairly weak and superceded by other cards -- Kung Fu Training is a much better speed pump, and there are a variety of ways to discard momentum without wasting an action AND momentum to do it.

I'd look into some more speed pump abilities so you can use Deceptive Look as an alternate win condition to Rolling Storm instead of a supplement and try to find some way to stop Rejection and other lifegain/damage reduction abilities. Nowadays, the sheer quantity of damage you can output in a turn isn't as much the determining factor as how well you can protect that damage -- make sure it goes through, even against all the lifegain, reduction, negation, and disruption that's available in today's format.

Honestly, I've REALLY been out of the loop for a few months now. i had NO idea that they banned Military Rank.. and I understand why. I made some edits. Please, let me know what you think!

Elena's attacks AND foundations are ideal for Talim as well. Do you think I should main-board Turnabout?

I think that you should try staying with a fire/good base, the majority of your cards are said symbols in the edited version, you only have 2 foundations with air on, which means you arent likely to be able to easily play them and a bunch of other cards too. I might try finding alternative methods of momentum generation than whereabouts unknowns because of that. Also i think you need at least 1 more attack in there, looks like youre relying a bit on rolling storm, which while awesome in the hands of talim, is not particularly hard to stop. As an extra attack and momentum generation Knee Gatling from SF Deadly Ground is something you could consider.
