Personally, I don't really love those Angled Deflectors. Phasma is hard-enough to kill already, and I'd rather just take an offensive dice mod instead. Passive Sensors would be nice, too. Spend the charge, then swing the arc forward or back. It isn't too to be pointing the right direction on the turret, but with Passive Sensors, there's kinda no chance to go wrong.

I think Zeta and Omega SFs (generic FOs not so much... they don't have the time-on-target, and are that much squishier) are both solid Optics ships, but there's probably a lot of list tetris involved. Like, it isn't worth giving up good stuff in a list to run Optics over nothing. A friend of mine used to run Kylo, QD, and two naked Zetas.
However, I think the best thing to do to a TIE/sf, if there is points, is to slap Optics on it. Nothing cheaper is nearly as good (Passive Zetas with no ordnance should just save 3 points and Focus... I don't think non-System Fanatical Omegas are better, since they won't spend a lot of time unshielded), and anything at least as good or better is significantly more expensive (missile builds, Gunner). I can see maybe Fanatical FCS, which is only +2 for the Zeta > Omega Init bump, but without both Fanatical and a System slot, I kinda would rather just keep them cheaper: either just optics or naked.
It's also possible that, optics or not, there's just a ceiling to how good overall a list of generic TIE/sf can do, however they're kitted out. I think they're a really easy ship, and can ensure you win at least a few games. Like, it's really hard to do terrible with them. They don't necessarily win the big burrito in the end, but they'll seldom completely fail. If someone's goal is to not-fail, Optics generics are wonderful tools.
Alternately, maybe raw ship count simply matters more. For example, Phasma (Fanatical, Gunner), 3 Zeta SFs (no upgrades) leaves 53 points to spare. Maybe that could be two Zeta FOs to match all the Init 2s, or two Epsilon FOs and Passive Sensors on Phasma. That's kind of how Avenger swarm does it: mix FOs and SFs and get more ships, rather than kit out the SFs with Optics. Hrm.
