Watch Out for the Traps! Ability

Hopefully this'll be a quick question, and I'm just not understanding something obvious. Here is the text of the ability:

Quote

May make a Hard ( PPP ) Vigilance check ; if successful all characters within short range suffer 2 wounds plus 1 additional wound per [FAILURE] ; GM may spend [DESPAIR] or [THREAT][THREAT][THREAT] to have the targets who succeed become immobilize, disoriented, or staggered.

Did they mess this up? It mentions targets "succeeding" but they don't make a check. Further, since she makes the check, it has no affect if she fails, but if she succeeds, there are obviously no Failures.

Potential solutions:
Simplest: Change "Failure" to "Success" and "Despair" and "Threat" to "Triumph" and "Advantage" respectively. Then change "to have the targets who succeed become..."
Slightly more complicated: "Force all character within short range to," rather than "May" ...make a Hard Vigilance check. If failed, the character suffers 2...

Am I just reading this wrong? What do you think?

They did. listen to the Allies and Adversaries episode of the order 66 podcast and they straighten it out. they had 2 abilities they were testing and unintentionally mooshed the 2 together...

For anyone who's interested, here's what they changed it to (unless I misunderstood something):

It isn't specified, but I'd assume this is a once-per-session ability.
