when the talent activation is: Active (Action) as for Hamstring shot.

does it mean I need one action to activate it and it will be effective the next round when I will do my ranged check ?

Or it is active only with my ranged check in the same time?

The Activation line tells you what must be done to activate the talent. For Hamstring Shot, it requires an action.

But what requires an action? The talent. As always, read the full talent to know what it does. The first sentence of Hamstring Shot tells you what you get for the action (bold added for emphasis): " Once per round, your character may use this talent to perform a ranged combat check against one non-vehicle target within range of the weapon used. "

For the action it takes to use Hamstring shot you perform a ranged combat check as part of the talent activation .
