Is Heroic Better Than A Bid?

Yes. But on the other hand: I do not remember a single squad where I removed Heroic for a bid.
It is very likely that always adding heroic is not the best choice, and yet I do. 5A without heroics would have a nice bid for mirrors and other i5s. But I would never remove it. There is even a version with Zizi Tallie Greer 2x Blues with just 4 heroics, and I suspect that it might be the best current version, even if lacking Ronith. But that one missing heroic is a huge, irrational disincentive.
Cova Kaz Jess Bastian? Heroic. Poe XXX? Heroic. Rey Cova Kaz? No heroic, but also no bid.
Generally yes outside trying to hit specific bid threshold, but I have to ask, "So what?" Bidding is an unpleasant metagame activity, and it shouldn't be used as a benchmark for design decisions.
I don’t always fly Resistance, but when I do every ship that can take heroic has it.
I take Heroic on almost any ship that will be rolling just 2 dice at some point. What do you need a bid for anyway? Go for the 'ol block and kill box.
