When Greer fully executes a maneuver he may rotate his turret. Does this rotate trigger the free red boost of the ship ability.

I can see that it might not because it doesn't say may perform a rotate action. It only says he may rotate, but I wanted to be sure.

This won't be useful most of the time but with primed thrusters attached you could still barrel roll after the boost in you action step for an arc dodge or better position.

Greer's ability isn't an action (it would be if their ability said "perform a rotate action", it doesn't though) so the ship's ability doesn't trigger.

It does mean, however, that Greer can rotate even while stressed should that occur.

And it's still a great ability due to triple actions.
