Based on Usagi Shun's report:

Skirmishes among the Osari Plains have escalated with so many magistrates attempting to maintain order in the capital, but the Great Clans fight among themselves. Any troubles this far from Otosan Uchi are beneath their notice for the moment.”

For there to be a regency it must be more-or-less current; the Regency is announced during Behind The Empty Throne , and the 'political opposition' is presumably coming from Kakita Yoshi after Wind Through Falling Leaves .

Yes...It's pretty late in the season. I put it around October Week 3 for these reasons:

1) Word of the death of the Emperor has spread and clan war has blow up across the Emperor (as described above).

2) Rice is still being harvested (presumably a second harvest) so it's not past them into winter.

After getting to the end of that fiction, I found that this conversation makes much more sense if you just put a silent "We strike first." at the end of each comment by the two of them.
