Hello if i manage to ionize a Cloaked ship, does it perform the Decloak action on System Phase?

To Decloak is not an action; the ship spends its Cloak token to Decloak moving with one of the templates.

Being ionized limits your actions during the Perform Action step:

As Decloaking happens during the System Phase a TIE/ph would still be able to perform the Evade action.

Not any more, it was changed in the v105 version of the RR back in Sept 2019. While Ionized you're limited to the Focus Action regardless of the phase you're in.
RR page 12:

So it would perform the Decloaking 2speed Barrel roll or 2 ahead and then it would only move with the 1 teplate ahead?

While that's a reasonable thematic argument, it does introduce a new wrinkle to game balance. By all means, feel free to play with that as a house rule; you'll need to decide how it affects currently cloaked ships, and ships that might somehow gain a cloak token after being ionized.
When considering the current rules of the game however, Ion and Cloak effects don't have any real interaction.

The decloak move isn't meant to be the movement by the ship initiated by the pilot (if that is what you are getting at). The reposition that happens when a ship decloaks is meant to represent you not knowing *precisely* where the ship was when it was cloaked, and when it deacloaks (and moves), then its position is revealed and THAT is where the ship actually was. Thats why being ionized or stressed doesnt stop it.
You might have an argument that when a cloaked ship is ionized, its Forced to spend its Cloak token to decloak during the system phase, but not simply removing the token (which is a Cloak token btw, not a Decloak token).
Also, being ionized, by itself, doesnt disable Stealth device. Ion weapons dealing a damage would though.
