Custom Minor Clans

I was thinking about minor clans myself when I saw @sndwurks comment about a version of "The Game Of Twenty Questions" for creating a custom Minor Clan.

Way of the Daimyo (an awesome book!) included a lot of narrative description and an example, but little actual structure, and I thought I'd give it a try.

Comments and insults welcome on the first pass below.

The Game Of Twenty Questions

  1. What is the Minor Clan's Name?
    • The Name and Symbol of a Minor Clan is often chosen to symbolise - often in a highly stylised fashion - the Minor Clan's culture, history, or duty. If the Minor Clan is founded largely from former members of a single Great Clan, it will often also be chosen with inspiration drawn from its 'parent' (as with the Sparrow being founded by a former Crane).
  2. What is the name of the Minor Clan's Ruling Family?
    • A Minor Clan's Ruling Family is granted a formal Family name by the Emperor at the Minor Clan's founding. It is common for the Family name to be the personal name of the first Clan Champion, though choosing a name for other reasons are not unheard of.
  3. What is the Minor Clan's official function?
    • All Minor Clans have a stated duty that they are charged with at their founding by the Emperor. Sometimes it is as simple as to administer and protect the lands granted to them to rule in the Emperor's name, but often Minor Clans have far more wide-reaching purposes.
    • Choose the Minor Clan's official function, and the means by which that function is carried out, and choose a Ring and a Skill. Minor Clan PCs increase the rank of this Ring and this Skill by 1.
  4. How was the Minor Clan founded?
    • A new Minor Clan can be founded only by the permission of the reigning Emperor, with the first Clan Champion normally swearing their fealty directly to the Emperor themselves. In many cases the new Clan Champion is selected by a grand tournament or personally chosen by the Emperor. However, sometimes the responsibility to officially recognise the new Minor Clan is delegated to the Emerald Champion with the Emperor's approval rather than direct involvement. This is often the case where a group of Samurai have already held a territory, or been cut off from their former clan, for some time, and the Imperial Decree merely officially recognises what is already the status quo.
    • Choose whether the Minor Clan was founded directly by the Emperor, or if it was merely recognised as a Minor Clan after its creation. If it was founded directly by the reigning Emperor of the day, Minor Clan PCs have a Status of 27. If not, Minor Clan PCs have a Status of 25.
  5. Who were the first members of the Minor Clan?
    • Who was the first Clan Champion and what was their history? If they were a former member of another Clan, the Minor Clan can be expected to have a strong (but not necessarily positive!) relationship with that Clan, and may well - initially - mirrored the Minor Clan's origin strongly in its culture.
    • Choose two Rings. Minor Clan PCs of the Ruling Family increase the rank of one of these rings by 1.
  6. When was the Minor Clan founded?
    • A Minor Clan's history is a source of much of the respect it commands in the Empire. May are relatively new and have existed only a handful of generations, whilst others - such as the Mantis and Kitsune Clans - date back to near the birth of the Empire.
    • Choose the age of the Minor Clan. If it is new, the Ruling Family PCs have a Glory of 32. If it is an established Minor Clan that has existed for several generations the Ruling Family PCs have a Glory of 34. If it is believed to date back to the early centuries of the Empire, the Ruling Family PCs have a Glory of 37.
  7. Where is the Minor Clan's stronghold?
    • Most Minor Clans maintain a fortress - even if, in some cases, it is little more than a fortified watchtower - which commonly bears the name of the Ruling Family. Most carry the name 'Shiro', or Castle, but a few are given Imperial permission to instead bear the name 'Kyuden', or Palace. This title is awarded to those strongholds deemed suitable to host the Imperial Winter Court, and for a Minor Clan to be given such recognition indicates a great deal of influence, wealth, or more likely both.
    • Choose the name of the Minor Clan's primary stronghold. If it carries the title of 'Kyuden' rather than 'Shiro', increase the Status of Minor Clan PCs by 2
  8. What are the Minor Clan's other holdings?
    • Other than its main stronghold, a Minor Clan will have one or more settlements that it governs (even if this is merely a small village clustered outside the walls), and may have several townships, as well as roads, smaller fortresses, resources and other geographical features.
    • Describe the Minor Clan's holdings and choose a skill associated with the Clan's holdings. Minor Clan PCs of the Ruling Family increase the rank of this skill by 1. If the skill chosen is Commerce, the Starting Wealth of Ruling Family PCs is 7 Koku, otherwise it is 4 Koku.
  9. How Prosperous is the Minor Clan?
    • A Minor Clan's wealth and success might come from war, trade, agriculture, art or politics. Of all of these it is the respect of other Clans that is the Minor Clan's lifeblood.
    • Choose how successful the Minor Clan's recent history has been. If the Minor Clan is powerful and wealthy (by Minor Clan standards), increase the Glory of Ruling Family PCs by 2 and their Starting Wealth by 1 Koku. If the Minor Clan is poor, or badly politically connected, decrease the Glory of Ruling Family PCs by 2 and their Starting Wealth by 1 Koku.
  10. What was the greatest Triumph in the Minor Clan's History?
    • The great victories - military or political - of the Minor Clan and how they were achieved will shape the Minor Clan's culture for centuries to come.
    • Choose a great success of the Minor Clan, and an appropriate Advantage for descendants of those involved (such as Blessed Lineage or Hero of [Village]). Minor Clan PCs may be named after a Samurai associated with this event instead of rolling for a Samurai Heritage, and will gain the chosen Advantage and increase their Status by 2
  11. What was the greatest Catastrophe in the Minor Clan's History?
    • The great failures and defeats - if they are survived - shape a Minor Clan as much as its victories.
    • Choose a major disaster that befell the Minor Clan, and an appropriate Skill for descendants of those involved. Minor Clan PCs may be named after a Samurai associated with this event instead of rolling for a Samurai Heritage, and will increase their rank of the chosen Skill by 1 and decrease their Glory by 5
  12. What Tenet of Bushido does the Minor Clan value most?
    • Every Clan of the Empire interprets the demands of Bushido differently.
    • Choose a single Bushido Tenet which the Minor Clan most identifies as being important to honourable behaviour. All gains and losses of Honour associated with this Tenet are doubled.
  13. What Tenet of Bushido does the Minor Clan value least?
    • Meeting every challenge in accordance with all the Tenets of Bushido at once is - whilst desirable - usually impossible.
    • Choose a single Bushido Tenet which the Minor Clan least identifies as being important to honourable behaviour. All gains and losses of Honour associated with this Tenet are halved.
  14. What can most Samurai of the Minor Clan be expected to know about?
    • All Samurai of a Minor Clan will have a general awareness of the politics within their lands, and the key figures and locations found there. In addition, they can be considered to have a basic grounding in two other fields associated with the Minor Clan's official function and holdings (so a Minor Clan of Diplomats might be expected to know proper etiquette and protocol
      for the Imperial Capital, whilst a Minor Clan from heavily forested lands might be competent woodsmen and trackers).
    • Choose one Skill. PCs who are members of the Minor Clan's Ruling Family gain one Rank in this Skill.
  15. What schools do the Minor Clan's Samurai study at?
    • Whilst any Clan - even a Minor Clan - has need of both Bushi and Courtiers, most Clan Families become synonymous with particular famous schools attended by that Family
    • Choose a School that is the most common School for Samurai of the Minor Clan to study at. Either this will represent an equivalent school maintained by the Minor Clan, with an appropriate alternative name (but the same mechanical effect), or else the School is one with which the Minor Clan maintains a long relationship, and pupils from the Minor Clan are commonly seen amongst the students from whichever Great Clan or other Minor Clan actually maintains the School.
  16. What are the common traits of the Minor Clan's Samurai
    • The Samurai of most Minor Clans share common personality traits and interests.
    • Choose (or create) one Advantage (Distinction or Passion) and one Disadvantage (Adversity or Anxiety) that is particularly distinctive of the clan. Any NPC representing a Samurai of the Minor Clan will normally have either the identified Advantage or Disadvantage instead of or in addition to those normally associated with the NPC type.
  17. Are there any other Clan Families within the Minor Clan?
    • Few Minor Clans have multiple Clan Families, but it is not unheard of, and creating new Clan Families is within the authority of a Clan Champion.
    • If the Minor Clan has other Clan Families, repeat Questions 8, 9 and 14 for the additional Clan Families. They must have a lower Glory than the Ruling Family (though they may have a higher Starting Wealth).
  18. Who is the current Clan Champion?
    • More than any other Samurai within a Clan, the Clan Champion defines the character and destiny of the Clan. They are a personal vassal of the Emperor himself, and whilst the scope of their authority might not be as sweeping as the Clan Champions of the Great Clans, they still derive their authority directly from the Imperial Throne. As those chosen by (or descended from those chosen directly by) a ruling Emperor, rather than an increasingly distant descendant of one of the founding Kami, it is not uncommon for Minor Clan champions to collectively refer to themselves as 'The Emperor's Chosen'.
    • If the Clan Champion is not a PC, then use a Venerable Provincial Daimyo and apply a suitable NPC template to represent them.
  19. Who is the most famous Samurai of the Clan?
    • There are many famous (and infamous) Minor Clan Samurai throughout the Empire.
    • Identify one or more Samurai of the Minor Clan other than the Clan Champion, such as the Heir, Chief Clan Magistrate, or commander of the Minor Clan's Army, and choose an appropriate NPC type (such as Loyal Bushi , Seasoned Courtier or Scholarly Shujenga ) and apply a suitable NPC template to each to represent them.
  20. Who are you?
    • How does this Minor Clan fit into the narrative of the campaign? Are the PCs members - and if so are they amongst the Minor Clan's rulers and Heroes? Are they Emerald Magistrates, assigned to or passing through its lands? Ronin seeking service with the clan? Will the Minor Clan's Samurai be their allies or enemies?

That is a great implementation and once I can find the time, I'll go through it for the Plover clan I came up with once.
