when actions can be taken (e.g. at the end of some phase), which player must take his actions first? It's quite important, because the second player has an advantage of taking contra-action, since he knows the action of the first player.

The First player is the first one that can take actions during "action windows".

Note that playin' an action in "response" is an "option". You can alternate actions normally and play actions in response as well, depending on the situation.
